Representatives of the Willamette Falls Locks Authority and the Willamette Falls Trust asked the subcommittee for funding to complete capital rehabilitation work on the locks and to support an intertribal public access project at Willamette Falls.
Metro Council’s representative, chairing the locks authority, said the authority has met transfer preparedness actions and requested $11,400,000 in capital funds to complete the locks’ capital rehabilitation. The witness said the Army Corps of Engineers had invested approximately $14,000,000 in pre‑transfer work and that local partners were ready to accept transfer and finish construction once the corps completes its phase.
Mary Baumgartner, West Linn city council president and Willamette Falls Trust board member, urged committee support for the intertribal public access project to restore public access to Willamette Falls and to recognize tribal stewardship and cultural values at the site. Both presenters framed the work as regionally significant for recreation, cultural access and river reconnection. No appropriation was taken at the May 9 hearing.
