Staff reported four complete applications for the current cycle and confirmed nonprofit status for each applicant. The council voted to approve the requests, allocating $5,000 each to Steam Threshers, Rock the Clock, Plain City Music and Arts & Theatre Society, and the Plain City Area Ball Association. Staff clarified that the awards will be issued as payments and that rental fee forgiveness is not part of this grant disbursement, per advice from the village insurance agent.
Council members discussed program criteria and said the committee and staff should review the program rubric for next year's budget, noting that the grant program was created several years ago and may need clearer selection criteria and potential reallocation toward signature municipal events. One councilmember flagged possible conflicts of interest and abstentions where a councilmember’s family member participates in an applicant organization; those abstentions were recorded in the meeting minutes where appropriate.
The grants are funded from the community grant line in the municipal budget. No additional action is required to disburse the awards other than processing the grants through finance.
