The House Committee on Economic Development, Small Business and Trade on May 12 voted to recommend sending Senate Bill 558A to the floor after a work session that would allow licensed marijuana producers, processors, wholesalers and retailers to exchange samples at trade shows and OLCC-registered events.
Committee staff summarized the bill, saying, "Senate Bill 558A allows a marijuana producer, processor, wholesaler, or retailer to exchange samples of marijuana items with other licensees or marijuana workers at trade shows or OLCC registered events," and noted the proposal removes the requirement that wholesale or sampled items be returned to the licensee's premises after the event.
The bill, as described to the committee, would also allow producers to provide samples of seeds and immature plants to marijuana workers, set minimum amounts for those samples, and allow exchange of usable marijuana without a requirement of common ownership among licensees. The staff summary said the Oregon Liquor and Cannabis Commission (OLCC) would be authorized to adopt rules implementing the changes. The summary said the bill becomes operative Jan. 1, 2026, and takes effect 90 days after adjournment sine die, with minimal fiscal and revenue impact.

An unidentified committee member moved to send the bill to the floor with a "do pass" recommendation; the motion passed on a roll call. Chair Winn said, "Yes. Motion passes."
