The bill would expand the Oregon solar and storage rebate program to offer rebates for energy storage systems that are paired at the time of installation with previously purchased and installed solar electric systems. The chair said there was no fiscal or revenue impact; the committee recorded no amendments.
Representative Owens said he would vote "no" on the motion, stating he believed the solar rebate program was "probably on life support with the budget situation" and that limited funding would make pairing storage with solar "not cost effective." Vice Chair Gamba moved the bill to the floor with a do-pass recommendation. During the roll call several members recorded affirmative votes and the motion passed.
The bill will move to the House floor for further consideration; committee members did not adopt amendments during the work session.
