Board endorses activity association bylaw amendments and names representatives

A district presenter summarized five amendments: clarifications between semester and trimester scheduling; rules applying to seventh- and eighth-grade contestants; boundary and eligibility clarifications for students who move during state tournament time; clarified wait-time language for transfer students; and a requirement that sending schools provide pending discipline records with transfers.
The presenter said the board recommends Billy Clanton (Harding County) for a small-school representative seat, Ryan Rollinger (Harrisburg School District) for an East River at-large secondary schools seat, and Steve Moore (Sioux Falls Roosevelt) for an athletic-director seat. The presenter told the board the changes "clarify things better for the activities association" and would help local administrators apply bylaws consistently.
The board moved and seconded a grouped motion to approve the activities association membership, the candidate recommendations and the bylaw amendments; the motion passed by voice vote.
Board materials included redlined amendment language; staff noted the changes were intended to remove ambiguity and equalize treatment for students transferring between schools with different schedules or policies.
