City internal audit outlines FY26 plan, confirms follow-up on transportation review and schedules streetlight audit

Director of Internal Audit Michael Noe presented the office’s work plan to city councilors on May 12 and said the FY26 docket will include a follow-up on the First Student transportation contract review, street-light maintenance, seized cash and evidence-room reviews and cybersecurity work for the libraries and schools.
Noe noted his office currently has three full-time employees and described the office as a level-service budget. He said the FY26 plan includes staff time for 10 audits and reviews, a fraud hotline and consulting services to management. Noe said the office maintains a limited contingency for special requests (about $400 in allocation for special engagements) and that requests from council, staff or the public are prioritized based on expected city impact.
When councilors requested a transportation-efficiency review, Noe said an initial transportation contract audit was presented in the fall and that a follow-up audit will be conducted in the next two months. Councilors asked specifically about a streetlight audit; Noe said the audit is planned for early summer 2025 and that he would coordinate directly with council members on scope and timing.
Councilor Whitfield and others pressed Noe about resources; Noe said he would consider requests and that additional audits sometimes require asking the council for supplemental appropriation to increase audit hours. He said the audit office also avoids duplicating audits when state or federal reviews are already underway.
What happens next: Noe will present the official FY26 audit plan to the audit committee and will coordinate with the school department and councilors on the transportation follow-up and the planned streetlight review.
