Committee advances small grants, donations for emergency preparedness and fire‑safety programs

The Springfield City Finance Subcommittee recommended that the full council approve a set of small grants and donations intended to support elder services, firefighting equipment, and community emergency preparedness.

Staff reported a $220 in‑kind donation to Elder Affairs that includes an assortment of coffee makers and a fitness donation; staff said donors provided the specific items with an assigned dollar value. Sequoia, a staff presenter, described round 2 of the fiscal 2025 firefighter safety equipment grant, noting the city had previously received $35,000 in round 1 and was awarded an additional $7,200 in round 2. Sequoia said the $7,200 will be used for items "we weren't able to cover in the first round," including patient‑lifting devices, ropes, ice rescue equipment and power tools, and that the funds must be spent by 06/30/2025.

Staff also described a $10,000 grant from the National Association of County and City Health Officials (NACCHO) to support emergency preparedness work, including use for the Medical Reserve Corps, a community‑based volunteer program. Brianna, another presenter, summarized the recurring FY25 Student Awareness and Senior Safe grant, saying it supports fire prevention and home safety education for students and seniors and will cover materials and overtime costs for program delivery.

Committee members asked logistical questions about specific items and cost coverage. Committee members approved the two grant items (agenda items 3 and 5) in a separate motion after the committee first advanced other items; both motions were approved by voice vote. Staff noted the firefighter grant and NACCHO funds are time‑limited and include specified eligible purchases.
