County updates: EMS building advances, Bayside Landing piers, Millington WWTP permits and Wharton well repairs

EMS building: Staff reported the concrete slab has been poured and interior work will begin; utility connections (water and sewer taps) will require coordinated outages with building users, including a two‑hour water shutdown for sprinkler tie‑in and a one‑day driveway closure for sewer connections.
Bayside Landing: Bulkhead construction is complete; conduits and backfill are being finished and finger and main piers are under construction. County staff said they expect boat slips to be usable by the afternoon of the 23rd, subject to contractor coordination and accrued daily fees.
Millington Wastewater Treatment Plant: Design is nearing 90% and staff expect to make an initial permit submission to the Maryland Department of the Environment (MDE) within about a month. Easement negotiations with SHA and private owners to run a discharge pipe to the creek are in progress.
PFAS action plan: County staff reported completion of a PFAS action plan required by MDE as part of a permit renewal for a spray field. The plan will be submitted to MDE for review.
Wharton well repairs: An inspection of Well No. 5 at Wharton found holes in the drop pipe and severe iron buildup on the pump; staff recommended redeveloping the well and replacing pipe and possibly the pump. Staff said the estimated immediate contract with AC Schulte would be approximately $44,550 and that finance has funds available; a contract recommendation will come to a future meeting.
No formal votes were taken on these project updates; staff indicated they will bring procurement and contract items forward for formal approval as needed.
