Ombudsman selection committee nominates incumbent Jacob Carbaugh to joint session

The Ombudsman Selection Committee of the Alaska Legislature voted May 12 to forward incumbent Jacob Carbaugh’s name to a joint session for consideration as ombudsman after reviewing nearly 20 applications in executive session.
The committee, meeting in the Senate Finance Room in Juneau, said it had interviewed multiple candidates behind closed doors under the authority of Uniform Rule 22 B 3 and ranked applications before making its recommendation. “There was a couple of candidates that, 2, 3 that stuck out more than the others, but there was 1 candidate that stuck out above all of them collectively, and that was the current, Ombudsman,” the committee chair said after the executive session.

Committee members said they reviewed “almost 20 resumes” and related application materials, and that members had previously met with the incumbent during separate office visits. The chair reported the incumbent had spent roughly “20 minutes to a half hour in each office” meeting individually with committee members in the weeks leading up to the selection meeting.
Representative Josephson formally moved to forward the nomination. “I move that the ombudsman selection committee for the nomination of Jacob Carbaugh to a joint session of the legislature,” Josephson said. With no objections, the committee chair said the panel would submit Carbaugh’s name to the joint session for consideration.
The committee said staff and certain agency representatives were permitted to remain in the executive session; the chair listed committee members, staff, other legislators, Stacy Bentley, HR manager for the Legislative Affairs Agency (LAA), and Jessica Geary, executive director of LAA, among those who remained.
The selection committee also noted it will prepare a committee report for signatures. The meeting was adjourned at 8:54 a.m.
Next steps: the nomination will be considered by a joint session of the legislature; no vote at that stage was recorded during the committee meeting.
