The Paris City Council approved amendments to the city’s 5 and 5 housing program to add neighborhood-uniformity language intended to make new infill homes more consistent with existing nearby housing.
Staff presented a draft that adds a definition of “neighborhood uniformity,” requires applicants to submit proposed designs that conform in basic architectural style to nearby structures, disallows flat or shared roof lines under the new guidance and calls for a future Appendix A catalog of preapproved styles and photographs. Staff emphasized that even a design consistent with the appendix could be denied if it does not match the immediate surrounding neighborhood.
Council members debated whether the revision should apply to four applications already pending. Legal staff said the program is a city-administered agreement and that the council can require program applicants to meet the revised guidelines; council members agreed to move forward with the language but said staff will work with pending applicants and encourage redesign rather than surprise denials.
Council approved the revisions on a 5-0 vote; staff said four pending 5 and 5 applications are scheduled for consideration at the June 9 meeting and that staff will coordinate with the applicants on design concerns.
