Commission approves change order to add water-main replacements and sidewalks in Restore Area A2

The commission approved Change Order No. 2 with CBC Construction and an accompanying budget amendment May 13 to add replacement of failing water mains and extra sidewalks in Restore Area A2. Staff said multiple 2-inch water mains on streets including Peters Drive, Shepherd Street, Whiting Circle, Drummond Avenue and West 20th Place were not included in the original scope but have exceeded their life cycle and should be replaced now rather than shortly after road repairs.
The request reallocates $1.8 million from a surplus on project M0176 (storm work) for the additional water-line replacements and uses $222,332.04 in current infrastructure surtax funds for sidewalk additions. Staff said the change order also extends the contract 30 days due to survey delays; FEMA will reimburse 95 percent of the Carl Gray Park maintenance dredge work referenced earlier in the meeting, and this change order completes work in Area A2 in the Hurricane Michael FEMA portfolio.
Commissioners and residents praised the move to complete utility replacements now, saying it prevents redoing streets soon after reconstruction. Staff said the sidewalks will be standard 5-foot widths where feasible and that future projects will continue to add sidewalks across neighborhoods through a mix of CDBG, SRF and surtax funding.
