The Panama City Planning Board approved a master-planned overlay district PUD for the Shelton Property in the Panama City North planning area, a project staff said encompasses roughly 1,200 acres and will be built in multiple phases over an estimated 13 years.
Staff reviewed background including the city’s adoption of comprehensive plan policy 1.10.5 (which established the Panama City North planning area) and policy 1.10.9 (the Shelton Property Overlay District) and told the board the property was annexed into the city on March 10, 1998. Staff recommended approval of the applicant’s proposed master plan for the overlay district with the conditions listed in the staff report.
Ray Greer of Design West Group, speaking as the applicant’s representative and not sworn at the start but later participating, said the PUD would be implemented over approximately eight phases and that the comp plan caps the overlay at a maximum of 1,800 dwelling units and 450,000 square feet of nonresidential space. Greer described existing and planned infrastructure connections (including a city-owned spine road, John Pitts Road, Gulf Coast Parkway and Star Avenue) and said timing for detailed design and roadway mitigation would be addressed at later development order stages. Board members asked about anticipated start dates and traffic mitigation; staff and the applicant said specific phasing and start dates were not fixed and that more detailed analyses will be part of subsequent development order submissions. The final motion to approve the PUD master plan passed 5-0 on roll call.
The approval establishes the PUD overlay and allows the applicant to proceed to the next design and development-order phases; it does not itself authorize construction beyond the planning/zoning approval and will require future stages for road, utility and other infrastructure approvals.
