The Panama City Planning Board approved the final plat for a 25-lot subdivision on Shoreline Circle, with conditions to restrict the development to detached single-family homes and to secure financial guarantees for sidewalks and potential defects.
Staff told the board that the city commission had previously approved a development agreement for the project on Feb. 27, 2024, and that the development order had been issued by the Technical Review Committee on Sept. 18, 2024. Per the development agreement, the final plat must include a title-page note restricting the site to detached private single-family homes and prohibiting duplexes, triplexes and quadplexes; staff reported the applicant submitted an updated plat the day of the meeting with that language added.
Staff recommended approval conditioned on resolving TRC comments, providing a financial guarantee equal to 10% of the remaining sidewalk cost, and providing a maintenance bond or placing cash in escrow for defects equal to 10% of improvement costs. William Thompson, who identified himself and said he had been sworn in, spoke briefly as a representative; no other public speakers addressed the item. Board members moved to approve the plat with the specified conditions; the motion passed 5-0.
