Planning commission recommends conditional-use permit and amended site plan for East Troy Middle School drop-off

The East Troy Planning Commission recommended that the Village Board approve a conditional-use permit and an amended site plan to add a new car and bus drop-off at East Troy Middle School, 3143 Graydon Avenue, to reduce traffic on Graydon Avenue.
The school district sought the conditional use to make the property conforming under the village zoning code’s SR-4 residential district. Planning staff described the request as largely “a housekeeping issue” to bring the school into compliance with current code.
Planning staff said the site-plan approval is subject to conditions numbered in the staff packet. Staff reported the lighting requirement has been addressed: “The condition regarding the lighting plan has actually been addressed. Chris Garrity has gotten me a lighting plan that meets the village’s standards,” Planning staff said. The plan presented calls for four pole-mounted parking-lot lights (each with three cobra-style heads) and two wall packs on the building.
Commissioners discussed pedestrian crossings after staff and the police department expressed concerns about a proposed mid-block crosswalk. Staff said one existing crosswalk on the east end of the site will be removed because of the bus-drop lane extension, leaving the west-end crosswalk as the main controlled crossing. Staff described recommended enhancements — zebra striping and reusing existing pedestrian crossing signs — to call more attention to the remaining crossing without changing stop-sign controls.
A commissioner moved to recommend approval of the conditional-use request to the Village Board subject to conditions 1–5 listed in the packet; the motion passed. The commission also moved to approve the site-plan and operation request for the East Troy Community School District for 3143 Graydon Avenue subject to conditions 1–26, and then amended that motion to add the staff-recommended crosswalk improvements; the amendment passed and the amended motion carried.
The Village Board will consider the commission’s recommendation at a future board meeting. The packet materials and the specific conditions referenced in the commission motions remain the controlling source for exact obligations and timing.
