County planning office logs PUC crossing filing, wastewater grant applications, storm sewer work, blasting notices and school district grant

NEW CASTLE, Pa. — The Lawrence County Board of Commissioners on May 13 entered six written communications into the meeting record from state agencies, engineering firms and local applicants.
The county clerk summarized the incoming documents as follows:
- A filing with the Pennsylvania Public Utility Commission from Buffalo & Pittsburgh Railroad seeking approval to alter a public crossing at Sixth Street in Elwood City to install an underground fiber-optic cable in 4-inch HDPE casing (signed by Andrew Reid, rail section engineer for the PUC).
- Two letters from RAR Engineering for the Newcastle Sanitation Authority regarding planned work at the wastewater treatment plant on Montgomery Avenue: one letter describes replacement of three blowers that operate the aeration system and provide heat for the main equipment building and tunnel; another explains the planned rebuilding of two gas engines that power the aeration system. RAR said it will apply to the Pennsylvania Department of Community and Economic Development (DCED) for a Small Water and Sewer Program grant for the engine work and blower replacement.
- A notice from Frank B. Taylor Engineering of a storm-sewer improvement project on Eden Dale Lane in Wilmington Township; the packet lists a total project cost of $123,084 and describes the short local connector between State Route 18 and State Route 158.
- A blasting notification from Heidelberg Materials for the McQuiston large non-coal surface line in North Beaver and Mahoning townships, with dates and a schedule included in the notice.
- Materials from the county planning office noting that the Wilmington Area School District is applying for a federal grant for a project called "Cultivating a Sustainable Future," including an aquaponics building, greenhouse and timberland-based learning for FFA and other students; planning staff said the project was reviewed and found consistent with the county comprehensive plan, and the school district had also submitted a letter asking Senator John Fetterman for support.
Commissioners accepted the documents into the record by roll call. During discussion, board members asked that the district attorney’s office and sheriff be added to the county’s distribution list for future blasting notifications so law-enforcement and prosecutorial offices receive the schedule in advance.
