Seminole County commissioners on Tuesday unanimously approved a reduction of a $233,772.59 code enforcement lien on a Longwood property to $2,572.59.
Alexis Valley, code enforcement clerk, said the violation—an alleged dilapidated fence—was cited in March 2018. The code enforcement board issued findings requiring compliance by Oct. 12, 2018; an order of noncompliance and a lien followed in Jan. 2019. Valley recorded an affidavit of compliance dated March 6, 2025 and calculated an outstanding lien totaling $233,772.59 because fines continued to accrue at $100 per day until compliance.
At the meeting Joyce Sanders, a realtor who identified herself as representing the property interest, presented a permit screenshot from the county permitting system showing an approved fence permit in March 2020. Sanders told the board she had confirmed with the fence contractor that the work had been permitted and closed in 2020.
Commissioner Constantine asked staff whether the $2,200 reduction the applicant requested had been vetted; Jose Gomez, development services director, said the amount was appropriate given the violation and time period. Commissioner Constantine moved to reduce the lien to $2,572.59 (the applicant’s requested $2,200 plus $372.59 administrative costs). The motion passed unanimously.
Staff said the property owner obtained title via certificate of title in 2015; the staff report noted a certificate of disbursement showing no funds were disbursed from the certificate sale. The board authorized the chairman to execute a satisfaction of lien upon payment of the approved reduced amount.
