CRA Authorized to Negotiate Sale/Reuse of 1105 Carlton Street with Tampa Bay Neighborhood Housing Services

The Community Redevelopment Agency voted unanimously on May 12 to authorize the CRA executive director to enter negotiations with Tampa Bay Neighborhood Housing Services (TBNHS) for the acquisition and rehabilitation of a mixed-use property the agency owns at 1105 Carlton Street (also referenced as 1329 North MLK Avenue).
Jesus Nino, CRA executive director, said the CRA purchased the property in October 2023 for approximately $350,000 and that staff issued a request for letters of interest. Two proposals were submitted; 1 was dismissed for not following the advertised criteria, and a second proposal from Tampa Bay Neighborhood Housing Services was recommended for negotiation by an evaluation committee.
Nino said the structure is a two‑story building in deteriorated condition and that the CRA prioritized preservation following community input to retain historic structures in the North Greenwood corridor. As described by staff, the preferred proposal envisions commercial activation on the first floor and a residential unit on the second floor targeted to households at about 80% of area median income (AMI). The proposal would also partner with local groups, including the Clearwater Urban Leadership Coalition, on adjacent activation projects.
Trustees authorized the executive director to begin negotiations and directed staff to return with negotiation results and draft terms for trustee review. Trustees said they expected more details about unit affordability, deed restrictions or covenants to be included in any negotiated agreement.
Next steps: CRA staff will negotiate terms with Tampa Bay Neighborhood Housing Services and return to the trustees with proposed sale/rehabilitation terms, affordability covenants if applicable, and timelines for rehabilitation and occupancy.
