Uxbridge conservation commission issues COC for Tea Party Drive project; Crown Shield review continued

The Town of Uxbridge Conservation Commission voted unanimously on Monday to issue a certificate of compliance for DEP file 312696, closing an order tied to work on detention basins in the Lejmere Country subdivision off Tea Party Drive.
The action followed a presentation from Dale McKinnon, representing G and H Incorporated, who told the commission staff and members they could not locate the original engineering plan referenced in the 2003 order and that the basins ultimately were redesigned and covered by superseding approvals. "I cannot provide that plan that Russ has asked for," McKinnon said, adding that Basin 2 has received a certificate of completion and Basin 3 remains under review.
The commission’s vote concluded that the original order was effectively defunct and that issuing a certificate for 312696 was appropriate. Commissioner Russ moved the motion; it was seconded and carried with no recorded opposition.
Separately, the commission opened agenda item DEP 312813 (Crown Shield Avenue, Lot 18A) for a discussion of a planned retaining wall and drainage that, officials said, had not been built as shown on older plans. Commissioners and staff examined mapping on a screen and debated whether an on-site inspection was needed because the work, as built, used different drainage details than the original submission. The applicant requested a continuance.
Commissioners voted to continue DEP 312813 to the commission’s next scheduled meeting on May 19 to allow members to visit the lot and review larger, legible plan sheets.
The commission also discussed the municipal file and record-keeping practices for older DEP files and directed staff to ensure future NOIs explicitly state when they supersede prior approvals so outstanding orders can be closed more cleanly.
The commission’s next meeting is scheduled for May 19, when commissioners expect to take up the Crown Shield site and other continued items.
