Johnson County staff presented an agenda item on April 17 asking the board to consider authorizing an agreement with the city of Olathe to inspect about 21 miles of storm sewer pipe, with the county’s stormwater management program paying $248,897 toward the work.
Sarah Smith, representing stormwater management, told commissioners the county’s system-management program cost-shares with cities to replace aging or failing storm sewer infrastructure. To qualify for replacement funds, inlets and pipes must be inspected to verify condition and eligibility. Smith said the city of Olathe requested the inspection of approximately 21 miles of pipe and that funding would come from the previously adopted 2025 stormwater management program expenditures.
Commissioner Brewer confirmed the county’s contribution would be an even split with Olathe; Smith said the city competitively bid an on-call contract and the selected vendor will perform the inspections under a city contract with Johnson County paying half of the cost. Commissioner Ashcraft asked how staff would verify the price was reasonable; Smith said Olathe’s vendor selection came through a competitive bid process.
No final action was taken at the agenda review; staff said the item will appear on the board’s business session agenda for formal authorization.
