County reports $7.5 million in SLFRF unspent as deadline approaches; community partners moving toward reimbursements

Becky Jones of Financial Management Administration presented the first quarter FY2025 update on Johnson County’s State and Local Fiscal Recovery Fund (SLFRF) on April 17.
Jones said SLFRF interest earnings were about $313,000 in the quarter, banking fees roughly $10,000, and payments to community partners totaled about $1.8 million, leaving a net change of roughly $1.7 million. She reported approximately $7.5 million remains to be expended by the board’s internal deadline of Oct. 31, 2026; of that total, she estimated approximately $1.5 million remains unspent at the county level and roughly $6 million remains with community partners pending reimbursement.
Jones provided project status updates for community partners: Friends of JCDS has completed a third of their renovations and submitted reimbursements; Habitat for Humanity narrowed land acquisition candidates to four parcels and will coordinate with the relevant city and district commissioners; the Salvation Army is procuring bids for shelter renovations; Project 1020 expects to submit reimbursement requests after the current shelter season (estimated late spring); and a $100,000 payment to UCS for the homeless management information system (HMIS) was initiated April 3.
Jones added a new slide to show countywide partner status and reminded the board that SLFRF grants are reimbursements and payments are issued only after complete documentation is provided and compliance reviews are complete. She said the county has obligated (encumbered) its SLFRF funds and set an earlier internal closeout date (Oct. 31, 2026) than the federal statutory deadline to allow time for grant closeout.
Commissioners asked clarifying questions: Commissioner Myers confirmed Project 1020 had not yet requested reimbursement; Commissioner Allenbrand asked staff to verify that Salvation Army housing units would serve Johnson County residents; Commissioner Burrows asked to meet with Jones for additional details. Jones said she will follow up with partners as requested.
Jones also reported the Countywide Support Fund balance (approximately $9.2 million included in countywide reserves) and noted a $1.5 million payment to the 2026 World Cup had been issued April 10 (after the presentation had been prepared).
