FAA lease, hangar tenant and airport improvement grant win cleared by Harvey County commissioners

Newton Aviation Director Brian Palmer and commissioners discussed three airport matters April 29 and recorded separate approvals on each.
FAA lease: The board reviewed and approved a 10‑year lease renewal requested by the Federal Aviation Administration to allow FAA maintenance of navigational equipment sited at the Newton City‑County Airport. County staff said the lease is standard, no funds change hands, and the city attorney previously reviewed it.
Hangar tenant and lease termination: Commissioners approved a release and hold‑harmless agreement to terminate the prior office/hangar lease with Horizon Aviation Services LLC and approved a new lease to Joe Bravo Aviation (Joe Bravo LLC) for office space and a portion of Hangar A. The airport director said Joe Bravo is expanding flight‑training operations into Newton and is a reliable tenant that also purchases fuel from the airport.
Airport improvement grant: Brian Palmer reported the governor’s office awarded $647,361 from the state airport improvement fund toward the airport’s electrical and lighting upgrades. Palmer said the federal runway reconstruction and electrical projects had been bid separately and the awarded grant relieved the airport of the need to find roughly $500,000 in local matching funds for lighting.
Other items: Palmer said the airport submitted a Runway 8/26 grant application Friday and is awaiting FAA review. Commissioners asked about restroom access after hours and Palmer said ADA and site requirements drove some of the complexities and that additional engineering and concrete work would be needed.
Motions to approve the FAA lease and the Hangar A termination/lease were moved and passed unanimously.
