County staff seek funding and recommend low bidder for Blue River Main wastewater plant upgrade

Johnson County staff asked the Board of County Commissioners on April 17 to authorize construction funding and to award the construction contract for Phase 2 improvements at the Blue River Main Wastewater Treatment Facility.
The request would authorize up to $15,613,500 for the construction phase of the Blue River Main Wastewater Treatment Facility phase 2 improvements (BR M1 Contract 13), increasing total project authorization to $18,279,000; the board also received a recommendation to award the construction contract to Crossland Heavy Contractors Inc. at a low bid of $12,363,750. Both items were presented for action at the next business session.
Susan Pekarek, a staff member presenting for Johnson County wastewater projects, said the phase 2 work will increase the plant’s hydraulic capacity to 31.5 million gallons per day and rehabilitate assets that are at or past their useful life. The briefing sheet included an engineer’s opinion of probable cost (OPCC) of $17,151,000; Pekarek told commissioners the received low bid was well below that estimate and that engineers often include conservative allowances—particularly for bypass pumping and electrical equipment—when preparing OPCCs.
Pekarek said the facility is located near Kenneth Road and identified the general project area for commissioners. She told the board the design and bid phases are complete and that the county’s purchasing team ran the solicitation and bid process; Crossland was the low bidder and Black & Veatch, the design engineer, reviewed Crossland’s qualifications and recommended award. Pekarek and commissioners discussed schedule and future phases: the next major phase for the plant is projected in the 2035 timeframe as the watershed grows.
The board did not take a final vote at the agenda review; staff said the funding authorization requires a public hearing and the items will be on the April 24 calendar for action. The agenda documents list the funding item as Resolution WD25-005 and the invitation for bid as 2025-001 with BRM1 Contract 13 as the contract identifier.
