The Lebanon City Council approved a combined fiscal plan for eight voluntary annexations in the LEAP area and then adopted ordinances annexing phases 36 through 43 on May 12.
Ben (staff member) said Baker Tilly prepared a consolidated fiscal plan for the eight parcels, which he described as “hole‑fill” infill annexations within a previously created LEAP district. The filings and staff presentation summarized assessed value additions and operating cost impacts to city services.
Staff reported the combined net assessed value for the parcels was estimated to be about $1.0 million in 2026 (payable 2027), rising to about $1.2 million by 2029 (payable 2030) under the no‑development baseline the consultant used. Baker Tilly’s analysis estimated small additional annual operating costs for street maintenance and police patrol tied to the incremental street mileage and properties — roughly $700 in the first estimated year — while property tax revenues increased the levy to produce a net positive fiscal effect (Baker Tilly’s figures showed a net gain in the first year around $5,000 after estimated incremental service costs).
Rob (counsel) read Resolution 02/2025‑14 (the fiscal plan) and each annexation ordinance in sequence. Scott Alexander, identified as outside counsel for IEDC, appeared and noted some parcels relate to the LEAP/meta site area and that the annexations are voluntary.
The council then voted to approve the fiscal plan by resolution and passed each ordinance for LEAP phases 36–43 (Ordinances 02/2025‑15 through 02/2025‑22). Staff said the annexations will attach the properties to the LEAP district zoning classification and LEAP water and wastewater rate schedules as previously enacted.
Ben noted the fiscal plan assumes no additional development on the parcels; revenues would change if owners developed the sites. The ordinances assign council district locations and add the parcels to LEAP water/wastewater rate districts. There were no public speakers during the fiscal plan or annexation votes.
