City engineers report progress on multiple projects; Grant Street Phase 2, Witt Road and trailhead among items

City engineering staff gave a broad update Tuesday on several active infrastructure and downtown redevelopment projects, including timelines, contractors and coordination needs.
Kevin Kulek, engineering director, said Grant Street Phase 2 is on schedule for a July 9 letting; all paperwork and certifications are complete and Crossroads has done constructability reviews. He reported Wilson Concrete has begun driveway repairs on Elizaville Road to close out a prior drainage project and that Fordyce Road work is nearing completion (see separate story).
Kulek said Witt Road stage 2 plans have been filed with the Indiana Department of Transportation, right-of-way appraisals are underway and the project is eyed for a July 2026 letting. Noble Street discussions with INDOT could add scope to a relinquishment/redevelopment project but could require forfeiting some grant funds, so the city will continue conversations with the state and design team.
On downtown projects Kulek described a pending change order on Oaks On Main to extend the contractor deadline and add services so HVAC systems can be tested once plumbing and electrical elements are in place. He also said Colliers Corner/Lido Building work awaits final contract execution between developer and contractors.
Kulek reported the Big 4 Trailhead work on Sam Ralston Road may be delayed to avoid conflicts with Lebanon Utilities’ LEAP-related construction; in the interim crews will complete onsite ADA sidewalk repairs and minor work to ensure accessibility. He said Stoneater Bike Park and pickleball courts are advancing: HMBA provided maintenance recommendations for skills trails and court surfacing is curing prior to final surfacing.
The board accepted the engineering update and had no objections to staff continuing coordination with INDOT, developers and utility partners to maintain schedules and protect completed work from utility construction impacts.
