City staff described the plan as a long‑range, high‑level guide to land use and development. Ben (staff member) told council the document had been reviewed by the planning commission, which recommended it favorably by a 7–0 vote, and that the plan will be posted on the city website as a next step.
Council members used the discussion to raise housing questions. Member Mike Kincaid asked whether the plan addresses short‑term rental platforms (Airbnbs). Ben replied that the comprehensive plan is a high‑level “10,000‑foot” document and that specific regulation of short‑term rentals is addressed in the city’s Unified Development Ordinance (UDO); staff said the city would monitor other municipalities’ legal rulings before acting on new local rules.
Council member Keith Campbell expressed concerns about investor purchases that turn houses into rental units, citing rising rents and a limited for‑sale supply. Ben and other staff said tools available to the city are constrained by state law and court decisions and that increasing housing supply is one primary local lever that can influence prices.
Rob (counsel) read the resolution into the record. With no public comment offered, the council moved, seconded and voted “aye” to adopt Resolution 2025‑12. Rob noted the resolution rescinds prior conflicting resolutions and takes effect immediately on adoption.
Staff said next steps include posting the plan online and continuing implementation through updates to development ordinances and future zoning and plan actions.
