The Tipton City Common Council approved Ordinance 2025-06 on first reading, designating a depository bank as required by the State Board of Accounts.
After passage on first reading, a council member moved to suspend the rules to allow the Clerk Treasurer’s Office time to switch banks and to take up second and final reading immediately. The council required a unanimous vote to suspend the rules; the motion failed for lack of a unanimous vote.
The ordinance itself passed first reading by voice vote. Council did not record a roll-call of how individual members voted on the suspension motion during the meeting discussion.
