The Portland City Council voted to approve a collective-bargaining agreement between the city and the Portland Police Superior Officers Association (FOP Lodge ME-109). Councilor Sykes described the agreement’s increase in an education differential — additional pay for officers with college degrees — as a measure to improve professionalism and communications skills among recruits.
Several councilors praised parts of the contract while voicing concerns. Councilor Phillips said she supported some elements of the deal but could not vote for the full agreement; Councilor Pelletier expressed a similar position, thanking negotiators but saying rank-and-file officers had expressed concerns about the overall settlement.
The contract was approved by roll-call vote; a majority supported the agreement despite the recorded dissenting votes.
