Planning and Zoning Board approves minutes, accessory-building variance, manufactured-home extension and 10-year borrow pit extension with conditions

The Calcasieu Parish Planning and Zoning Board on April 22 approved routine meeting minutes and granted several land‑use exceptions and a variance.
The board approved the minutes of the March 18, 2025 meeting following a motion by Latricia Cobb and a second by Janelle Hyatt. The board then granted a variance at 974 Bonnie Blue Avenue in Moss Bluff allowing an accessory building to exceed the maximum square footage: staff said the request would allow 3,280 square feet where the standard maximum is 2,000 square feet; the planning staff recommended approval contingent on adherence to the site plan on file. The motion was approved by voice vote with no opposition.
The board also approved an extension for a manufactured home at 271 High Hope Road (Ward 6). Staff said the property was granted a two‑year exception in 2022 to allow a manufactured home while the applicant constructed a new house; the applicant has entered into a contract to build and requested a one‑year extension. Planning staff recommended the extension be granted for one year from the date of zoning approval; the board approved the request by voice vote.
For the 3500 block of Ellis Moss Road, the board approved a request from JS Broussard Farms LLC to extend an existing 60‑acre borrow pit for 10 years. Staff recalled the board approved the pit in February 2016 with a requirement that excavation be completed within three years and that a five‑year extension was granted in 2020. Planning staff recommended the 10‑year extension with conditions including adherence to the site plan, compliance with section 26‑1‑22‑1(h)(4)(x)–(xii) of the Calcasieu Parish Code of Ordinances, a road‑damage bond in the amount of $450,000 required prior to issuance of a development permit, and a runoff management plan unless a waiver is granted.
"Because minimal impacts are to be expected, the staff recommends the request be granted with the following conditions," said Miss Tung, planning staff, when presenting the borrow‑pit request. Board members discussed the adequacy of the previously set road‑damage bond and asked staff to confirm whether engineering would require an updated amount.
Each of these motions was made and seconded by board members (motions recorded during the meeting as moved by Latricia Cobb and seconded by Janelle Hyatt unless otherwise noted) and approved without recorded opposition during the meeting.
