Council removes restriction barring public comment on agenda items in open forum

City Attorney Robert and City Administrator Leslie (last name not specified) explained the original intent was to ensure council hears staff presentations first so council members and the public receive the staff-prepared context and factual background before public commentary. Robert observed the policy exists as a content-neutral framework and was intended to keep meetings orderly.
Council members expressed differing views. Several members defended the rule, citing the value of staff presentations and staff’s ability to provide facts and analysis; others said striking the rule would encourage civic engagement.
