Environmental Specialist Sarah Seitzman presented the council with an annual summary of the city’s stormwater program and MS4 permit obligations.
Seitzman explained stormwater is runoff from impervious surfaces that can carry pollutants into Hot Creek, Foot (Foote) and Willmar Lakes, Grass Lake and the South Fork Crow River. She said Willmar holds coverage under an MS4 permit that requires public education, public participation, illicit-discharge detection and elimination, construction-site runoff controls, post-construction stormwater controls, and pollution-prevention/good-housekeeping practices.
Seitzman outlined recent and ongoing work: mapping hundreds of outfalls and dozens of stormwater ponds; surveying and updating the city’s stormwater inventory; conducting inspections (stockpiles quarterly, structural BMPs annually, and outfalls/ponds once during the permit cycle); and scheduling maintenance and repairs based on inspection findings. She said the current five-year MS4 permit expires in November and staff are on track to complete required inspections before that date.
On winter operations, Seitzman described a shift from granular rock salt to brine applications on some trucks, saying brine is more effective and reduces overall salt use and infrastructure damage. She noted street sweeping in spring and fall removes sediment and phosphorus and that the city operates two sweepers.
Seitzman also described local educational and cost-share efforts. The city has a rain-barrel cost-share program; barrels are available for $68 each with a limit of four per household. She noted outreach at community events and suggested options such as storm-drain labeling and school-based education to reduce grass clippings and pet waste entering the storm system. When asked about water-quality metrics, she said the city relies in part on watershed assessments coordinated by the Minnesota Pollution Control Agency and one‑watershed planning; the city does not sample all local stormwater flows directly but participates in regional assessment efforts.
Councilmembers asked about visible runoff discoloration, railroad yard industrial stormwater permits, cattails and phosphorus treatment, storm-drain labeling, enforcement of a grass‑clipping ordinance, and rain‑garden adoption. Seitzman said some industries (for example, the railroad’s rail yard) hold industrial stormwater permits and operate treatment ponds; the city focuses on education and permits for construction and post‑construction controls for larger projects.
Seitzman closed by inviting residents to the city’s upcoming public events and reminding residents about the rain-barrel program. No regulatory action or new ordinance was adopted at the meeting; the presentation was informational.
