Council approves Hibner Acres rezoning to C-2P with development conditions

The Raymore City Council on May 12 approved the first reading to rezone Hibner Acres Lot 1B from C-2 General Commercial District to C-2P General Commercial Plan District, a change staff and the Planning and Zoning Commission recommended with conditions to address compatibility with adjacent residential areas.
David Gress, development services staff, presented the rezoning and stressed that a portion of the site functions as a regional storm detention facility shared by adjacent businesses. The owner-applicant, Mike Blythe of Outbranched Properties LLC, requested the C-2P designation with a concept plan attached to define building design and screening standards. Gress said the Board of Adjustment earlier approved a related variance of use for a construction sales-and-service use and attached four conditions, including prohibition of nine higher-impact uses (for example, adult businesses, self-storage, vehicle sales) in exchange for allowing the construction sales-and-service use on the site.
Staff and the Planning and Zoning Commission agreed to waive certain P-district public-amenity requirements (items such as a public plaza or central clock tower) as part of a negotiated package of enhanced building design and screening provisions in the memorandum of understanding attached to the plan. The planning commission voted 7-0 to recommend approval.
No members of the public spoke at the rezoning public hearing. Council Member Abdelgawad moved approval of Bill 39-69; Council Member Holman seconded. The first reading carried unanimously, 8-0.
If the council approves final ordinance language after required procedures, the applicant will later submit a site plan to the Planning and Zoning Commission showing details that must comply with the conditions included in the MOU and the planned-district overlay.
