City staff confirmed the project will be funded from the off‑base tax increment financing (TIF) district. Adam McConnell, a city staff member, told Councilman Skipper, "I can confirm those funds will come from the off base TIF." The council then voted by roll call and recorded unanimous approval.
After the vote, Sean Lieber Knight, co‑founder of Park Circle Skate, thanked Mayor Burgess, council members and city staff for moving the project forward and noted community and police‑department support for programming tied to the park. "When [my daughters] asked to learn how to skateboard, there wasn't anywhere safe or legal to take them in our city," Lieber Knight said, calling the project "about creating a space where people feel welcomed, supported, and seen."
Council discussion at the meeting focused on confirming the financing source; no amendments or alternate funding structures were proposed on the record. The motion passed with aye votes from council members present.
