Council introduces zoning text amendment to allow site‑specific orientation of service bay doors

Waynesboro City Council introduced an ordinance to amend city Code section 98 to change orientation requirements for service bay doors for car washes and vehicle sales and service uses. The proposed amendment would require bay doors not face adjacent residential parcels and would direct the site review team to choose the orientation that has "the least negative impact on corridors." The ordinance was introduced and will receive final consideration May 27.
Miss Tate, city planning staff, told the council the current ordinance requires bay doors to face away from entrance corridors and residential districts but can lead to inconsistent visual results. Tate said staff and the planning commission recommend replacing the strict directional rule with language that lets reviewers tailor the requirement to site conditions and, when needed, require additional screening.
Seth Roderick, with Monteverde Engineering and Design Studio, representing the applicant, told the council that local ordinances can produce unintended consequences when inflexible and that the proposed language provides flexibility while protecting viewsheds and adjacent residential areas.
Council opened the public hearing; no members of the public signed up to speak. Mister Short moved to introduce the ordinance and Mister Slope seconded; the council set final consideration for the May 27 regular business meeting.
