Council adopts Belvoir Ranch master plan to guide long-term use of city-owned property

The Cheyenne City Council adopted a resolution certifying and adopting the updated Belvoir Ranch master plan, a comprehensive guiding document intended to inform management and future investments at the city-owned ranch.
Mark Christiansen of AVI PC, the consulting firm that worked with the city on the update, told council the plan is intended to be a living document: most goals and policies have a five-year horizon and the plan is designed to be revisited as conditions at the ranch evolve.
Councilmembers praised the plan as a valuable guide for future recreational and other uses of the property and noted it will support long-term work that has been discussed for years. The resolution was adopted on the record with no recorded opposition.
City staff said the document is available for public review and emphasized the plan will be revisited periodically to reflect changing conditions and priorities.
