Selma approves utility-relocation agreement with NCDOT for Buffalo Road project

The Selma Town Council on May 8 approved signing a utility-relocation agreement with the North Carolina Department of Transportation (NCDOT) for the Buffalo Road project. Town staff said the agreement must be in NCDOT’s form and that the work will be contracted out; the town will initially pay costs and then be reimbursed monthly by NCDOT.
Town attorney Chip reviewed the agreement and recommended the NCDOT form after negotiating changes. Staff said the project covers the segment from Old Beulah Road to Highway 70 and includes substantial corridor improvements; the design will end at a large roundabout just past the railroad tracks. Utilities along the corridor must be relocated or moved a specified distance from the highway as part of the DOT project.
Budget and cash flow: Staff told the council expenditures would be reimbursed on a monthly basis so the town would be out funds for roughly 30 days at a time; overall the town expects a net-zero long-term cost because NCDOT reimburses eligible relocation expenses. A project map was not presented at the meeting.
Action taken: The council voted to approve signing the NCDOT utility-relocation agreement and authorized staff to proceed with contracting the relocation work in NCDOT’s required format.
