Leonardtown awards one-year audit contract to S.B. and Company LLC

The Town Commissioners of Leonardtown voted May 12 to award a one-year unit-price contract for independent auditing services to S.B. and Company LLC of Owings, Maryland, with options to renew for four additional one-year terms.

Town Treasurer Sharon Strand said two proposals were received and an evaluation committee found S.B. and Company LLC to be the highest-evaluated, most responsive offeror. Strand said funding for the contract is available in the current budget and “we would not have to increase the budget going forward. There's not a need there to cover it.”

Under the motion approved by the commissioners, the base audit contract was awarded in the amount of $23,700; a single-audit, if required, was budgeted at $4,000. The contract is structured as a unit-price engagement for the audit of the town’s financial statements and the commissioners’ account, and includes the stated one-year base with four one-year extension options. The staff memo to the council cited local procurement authority under section 6-101 of the Code of Public Law when recommending award.

The evaluation committee named in the staff memorandum included Sharon Strand, Beth Sandberg, Jackie Post, Andy Graves and Angie Graves. During the meeting council members asked whether the multi-year option requires annual re-approval; staff confirmed the contract includes annual extension options so the town need not re-bid each year unless it chooses not to renew.

The motion to award the contract carried on a voice vote; the clerk recorded the vote as unanimous "Aye." The contract will be executed by the mayor and circulated to the company for signature.

Staff noted the contract will be funded from the town’s County Services budget line; no additional appropriation was required at the time of award.
