Hamilton County commissioners authorized the county president to sign a memorandum of understanding that provides county funding for the Reliance Center and sets repayment conditions if the center does not operate as agreed.
The MOU delegates construction, procurement, cost overruns and operations to the Reliance Center project team while making the county the funder. Under the agreement discussed at the May 12 meeting, if the center fails to operate for at least six years the entity must repay the county $500,000 for each year short of that six-year term.
Lee Buckingham, director of administration, said the document is a simple MOU and requested authority for the board president to sign it subject to final legal review. Commissioners moved, seconded and voted in favor; the motion carried.
The county attorney and staff will complete final legal review and the board expects the president to sign the agreement shortly thereafter. The item was presented as an MOU rather than a county-managed construction or operations contract, and the county will not assume responsibility for construction or ongoing operation under the terms described to the board.
The meeting record shows the board approved the authorization by voice vote; no recorded opposition or roll-call tally was provided in the public discussion.
