Council approves shift to network-as-a-service contract with DataServe

The Mayfield Heights City Council on May 12 approved a transition from a traditional network maintenance contract to a network-as-a-service (NAAS) model with DataServe Integrations LLC.
Council was told the change aligns with the $32,000 already allocated in the 2025 budget for network modernization and that the new agreement would cost approximately $31,388 per year. The administration described the shift as intended to "enhance our network's reliability, security, and long term manageability." The resolution (2025-24) was passed after council voted to suspend rules and approve.
During discussion, Councilman Miner asked whether DataServe would act as the city's technology auditor or whether the city would retain a third party for testing. The response from city staff and the mayor indicated DataServe currently performs auditing tasks and there is not a separate third-party auditor in place. Councilman Bauscher asked about payment terms; the mayor replied, "It's monthly." Members noted DataServe has modified the contract previously and is conducting additional security reviews following a prior incident involving the police department's systems.
Council authorized the agreement and approved moving the contract into the NAAS model under the existing budget allocation.
