Council approves 2026 tax budget and requests distribution of inside millage to parks

The Grandview Heights City Council approved two routine fiscal resolutions on May 12: Resolution 19-2025, adopting the tax budget for fiscal year 2026, and Resolution 18-2025, requesting that the Franklin County budget commission disperse 0.25 mills of available inside millage to the city for parks.
Director Chris Miller described the tax budget as an estimate based on the 2025 budget that municipalities submit to the county budget commission by July 15. "This is an estimate," Miller said. "It's not where we sit down and talk to department. Hence, just it's an estimate based on the 2025 budget, and it's showing the county budget commission that, yes, we do need real estate taxes."
Council moved and seconded both resolutions and the clerk called the roll. The roll calls for Resolution 18-2025 and Resolution 19-2025 recorded unanimous "yes" votes by the members present (Panzera/Panzera, Smith, Walker, Weiss, Houston, Kozak, President Keeler as recorded). The council president announced each resolution approved.
City staff characterized the millage request as routine annual housekeeping to secure nonvoted inside millage for parks. No changes to tax rates or new levies were proposed during the May 12 meeting.
