Stonecrest proposes tighter rental-inspection rules and business-license requirement for offsite landlords

City staff and Councilmember Tammy Grimes presented a proposed amendment at the May 12 work session that would tighten inspection and certification requirements for multifamily rental properties and create registration obligations for single-family rental units.
Director Kawhi told the council the draft ordinance raises the city’s inspection coverage for multifamily housing: the proposal requires larger coverage each year so that 50% of units are inspected annually and 100% of units are inspected every other year, with inspectors required to provide a compliance report and checklist. “Currently, we have 20% of the inspections for every 5 years for multifamily that has been amended to 50% for, fifth 100% to be every other year,” Director Kawhi said during the presentation. The draft also adds a required letter of compliance completed by a certified building inspector and attaches the inspection requirement to business-license renewal for property operators.
