Treasurer: tax settlement adds about $1.9M but district remains tight; board approves bus, track and roof bids

At the Anthony Wayne Local School Board meeting, Treasurer Carrie presented the April financials and the district's five-year forecast, and the board approved the treasurer's recommendations — including bids for buses, a track replacement and a roof project.
"We did see an increase of roughly $1,900,000," Carrie told the board, noting that the tax settlement reflected half a calendar-year payment because taxes are collected on a calendar-year basis while the district operates on a fiscal year. She said she included a projected $3,400,000 in the five-year forecast to reflect expectations of being brought back up to the 20-mill floor, and that the district's highest cash balance over the forecast is about $3,700,000.
Carrie warned that the district is one of 16 statewide that fall below a 10 percent cash balance on June 30, and said the forecast assumes no additional state foundation changes beyond what was known at the time of the presentation. She also said the district's insurance renewal came in at a 15 percent increase and that union contract increases and other line items had been built into projections.
On formal actions, the board approved the treasurer's recommendations by roll call. The approvals included:
- Awarding a bus purchase to Cardinal Bus Sales for $403,790 (trading in five buses; buying three new buses). - Awarding a track replacement contract to Henry W. Bergman for $826,812.03, the low bidder from the April 30 bid opening. - Awarding the Monclova roof replacement to Bill Jackson Roofing for $847,088.08, the low bidder from the May 1 bid opening.
Carrie described those projects as permanent-improvement-funded and said the funds come from an established PI (permanent improvement) levy. She also presented a resolution to pursue a potential bond refunding for the district's 02/2017 A and B series, noting the bonds become callable on Dec. 1 and that refinancing would be pursued "only if it makes sense" based on interest rates.
The treasurer said the board would consider a second part of the refunding resolution in June if market conditions warranted. She also described a school donation agreement with LCR (identified as Kaufman Engineering Systems) related to a Waterville/Monclova project and a proposed urgent-necessity resolution to award a Waterville Primary HVAC renovation and energy-savings contract to Trane because equipment lead times require early purchasing.
Board members asked for timing and scope details: a staff member estimated the Monclova roof work would cover all but one section of the building and put the roof at roughly 60,000 square feet. Operations questions about project timelines were answered by facilities staff who said contractors committed to the timeline to avoid interrupting the school year.
The treasurer moved to approve her recommendations; the motion passed on a roll-call vote (Baden, Hapkemeyer, McKnight, Miller and Stamm all voted yes).
