At the meeting, a staff presenter described a vendor quote from Conestoga Wagon Company LLC of Bloomington, Idaho and said, “the grand total first is a hundred and $13,750.” The same presentation listed two line items of $52,550 each (totaling $105,100) for “two 88 toilet sinks” and two Mitsubishi dual-head HVAC units at $3,450 each (totaling $6,900). Staff acknowledged the line-item breakdown and the quoted “grand total” as presented to the council.
The presenter described the units as moveable but capable of permanent utility hookups and said the units would be placed at three park locations and two additional sites near the skatepark and baseball fields “so folks that are at the baseball field don’t have to try to go to either one of them.” Staff also said they had inspected a similar Conestoga installation in Hart County and described it as “immaculate.”
Council members asked practical questions about capacity and configuration (two stalls per unit, and the presenter said the units would likely be “double-gender” arrangements rather than strictly men/women stalls). The presenter said the units include storage for supplies and can be lifted and moved if floods or other needs require relocation.
Council members noted that the vendor appears to be a single source and said they wanted to ensure the city had followed procurement rules before finalizing any purchase. No formal vote or contract award occurred at the meeting; staff said the units would serve as interim or permanent solutions while the city pursues longer-term restroom construction as part of park improvements.
Council members and staff encouraged anyone interested to view an existing Conestoga unit the staff inspected and asked staff to return with procurement documentation and clarified pricing before any award.
The discussion concluded with staff indicating two full sets of restroom units would be acquired (one set for the baseball area and one for the skatepark/market area) and with follow-up review of bidding/sole-source justification planned.
