Mobile County approves multiple infrastructure contracts, including McDonald Road matching payment and airport bulkhead bid

The Mobile County Commission on May 12 approved several infrastructure and procurement items, most notably concurrence with the Alabama Department of Transportation on a low bid for McDonald Road additional lanes and authorization of related county matching funds.
The commission approved concurrence with ALDOT to award the McDonald Road additional lanes project to Frank Turner Construction Company for its low bid of $8,621,974.21. The county also approved payment of an invoice for county matching funds and construction-inspection costs totaling $1,293,296.13, bringing the combined county-related obligation reported at the meeting to $9,915,270.34.
Separately, commissioners authorized an application for federal assistance for Jeremiah A. Denton Airport in the amount of $1,012,694 for a replacement bulkhead (Phase 3) and approved a state airport funding application of $26,650. The commission also awarded the bid for Jeremiah A. Denton Airport replacement bulkhead Phase 2 to Figures Construction and Development for its low bid of $935,782.93, pending approval of grant funds.
Other contract actions included awarding Norton Contracting Company the low bid of $357,182 for the Escataba off-site waterline extension and approving contract amendment number 3 with Thompson Engineering to add Phase 1 rebid services for the effluent force main extension from the Bayou La Batre wastewater treatment facility. The commission also approved change order number 3 with Mid America Golf and Landscape for the Mobile County Golf Course project that increases the contract by $109,739.75, to a new total contract amount of $14,340,760.42, with no change to contract time.
The commission adopted a resolution authorizing a preliminary engineering and construction agreement with the Alabama Department of Transportation for traffic signal upgrades at intersections on state and local routes throughout Mobile County and approved multiple right-of-way and easement agreements and purchases for road and drainage projects. Several routine bid advertisements, renewals and small contracts were also approved during the meeting.
Meeting minutes record motions and seconds for each item; specific vote tallies were not read into the record during the session. Several awards are designated as pending grant approvals.
