Commission withdraws proposal to raise city reimbursement, members press staff to find missing records and update bylaws

The Commission for the Las Vegas Centennial on May 12 agreed to withdraw, without prejudice, an agenda item that would have increased the annual reimbursement to the City of Las Vegas for administrative and management services from $180,000 to $300,000 while staff prepares additional information and proposed updates to bylaws and the operating agreement.
City staffer Seth Floyd told commissioners the item was being pulled so staff could present a fuller package, including a breakdown of services and any desired bylaw changes. Floyd said staff would “do that ahead of the next meeting” and return with an organized presentation.
During the discussion, commissioners raised concerns about missing historical records. A commissioner reported that older commission minutes and financial records were not readily found on the city website and requested a staff “deep dive” to locate archived minutes and grant records. The commissioner also noted that IRS Form 990 filings filed under the Centennial’s nonprofit charter were available on third-party sites (for example, ProPublica) but had not routinely been reviewed by the commission. The speaker urged the commission to require those filings and annual reports to come before the body under the revised operating agreement.
Commissioner Louise Helton asked that the July meeting include nominations for officers to coincide with the start of the new fiscal year. Staff and the mayor supported scheduling the bylaws and operating-agreement review, and the commission approved the staff motion to withdraw the reimbursement increase item so that the broader package can be presented at a later date.
No change to the city reimbursement was approved at the May meeting; staff committed to find the missing records, present proposed cleanups to the operating agreement and bylaws, and return with a fuller proposal in July.
