Mindy Taylor Ross, owner and chief curator of Art Strategies, told commissioners her firm recommended a central coordinator for an "Art in Public Spaces" program, clearer submission criteria, and publishing a transparent review process for both city-initiated projects and outside gifts and loans. "We are a woman owned business headquartered here in Carmel, Indiana," she said while outlining research, outreach, and draft recommendations.
