Carmel commission reviews draft Art in Public Spaces policy; debate centers on coordinator role and redevelopment exemptions

The Art in Public Spaces Advisory Commission reviewed a draft gifts-and-loans and public-art process presented May 12 by Mindy Taylor Ross of Art Strategies LLC, who said the consultant’s scope was to "develop a public a draft public art gifts and loan policy" and foundational guidance for future public-art decisions in Carmel.

Mindy Taylor Ross, owner and chief curator of Art Strategies, told commissioners her firm recommended a central coordinator for an "Art in Public Spaces" program, clearer submission criteria, and publishing a transparent review process for both city-initiated projects and outside gifts and loans. "We are a woman owned business headquartered here in Carmel, Indiana," she said while outlining research, outreach, and draft recommendations.
