County administrator authorized to offer above-plan salaries; board approves final invoice payments

McLean County's Executive Committee approved two administrative items: authorization for the county administrator to offer starting salaries above the amounts set out in Section 5A3 of the 2025 compensation plan when needed to secure hires, and approval of payment of invoices listed in the meeting packet.
County Administrator Ms. Taylor presented the items. On the salary authorization (agenda item 5GS1B), Ms. Taylor asked the committee to authorize offering a salary above the plan when necessary; the motion (moved by Member Abel, seconded by Vice Chair Rogel) passed on a voice vote after the committee declined a closed-session discussion. Member Klein commented that the use of above-plan offers is appropriate when the county has vacancies and needs to secure hires: "I just want to say... I think it's really good that the different areas are bringing to us opportunities to get people, because we have vacancies," he said.
On payment of invoices (agenda item 5GS1A), the committee approved the item as presented by Ms. Taylor; she noted this was the last installment committee members would see "for me" (in the context of the administrator's submissions). No closed session was requested for the salary discussion.
Ms. Taylor also acknowledged Assistant County Administrator Tony Grant's selection for the Stars for Life program and listed recent graduates of the county's inaugural Growing McLean County leadership curriculum.
