Commissioner Diana Hewitt reported on a Fergus County health board meeting that included a denial of a variance request for a septic-system replacement near a creek, recent vaccination activity and discussion of dog-bite response protocols.
Hewitt said the variance applicant had not provided sufficient evidence to show an alternative system would protect drinking-water resources, so the health board recommended against approving the variance. Hewitt described the parcel as small and close to a creek and said district sanitarians raised concerns about whether a gravity-flow drain field would be feasible given local soil and terrain. She said the appeals process for the denial goes to "EQ."
Hewitt also reported public-health activity this quarter: 348 vaccinations delivered through five clinics at schools, businesses and long-term-care facilities; 15 COVID-19 cases with one hospitalization; nine influenza hospitalizations and two influenza deaths. The health board discussed influenza, COVID, hepatitis B and hepatitis C vaccination efforts and public-health emergency preparedness trainings.
On the animal-control front, the health board received a presentation from a Lewistown police officer and from the county sheriff about dog-bite codes and citation processes. Hewitt summarized that reported dog bites are typically followed up through medical and law-enforcement channels and that some jurisdictions use multi-strike approaches for dangerous dogs; she noted local codes and penalties are implemented by judges in some cases.
The health-board actions and public-health statistics were reported to the Lewistown City Commission as part of routine board-and-commission reports; the commission did not take separate action on these county items during the meeting.
