Chief Reese delivered the Shreveport Police Department’s monthly report during the April 8, 2025, City Council meeting, saying the department is seeing declines in several violent-crime measures and remains active on DUI enforcement and weapons seizures.
“We are experiencing a decline in our homicide rate,” Chief Reese said, noting year-to-date homicide counts were lower in February 2025 than in the same period a year earlier. He told council members that shots-fired incidents and shootings were down compared with last year: the presentation cited 634 “shots fired” reports so far in 2025 versus 950 in the comparable prior period, and 67 shootings involving a hit or injury in February 2025 versus 90 in the prior year’s comparable period.
Mayor Arsenal and the chief credited multiple initiatives. The mayor said the department leads the state for arrests for driving under the influence for the second straight year and that the department has removed about 1,200 weapons from the street annually in recent years. “We are doing a lot of things nontraditional that seem to be making for a good recipe,” the mayor said, adding the department is using technology and partnerships with the Caddo Parish Sheriff’s Office, FBI, DEA, ATF, and parole and probation.
The council also heard progress reports on local substations. The mayor displayed a photo of the West Shreveport Police substation and said it was funded by the 2021 general-obligation bond issue; he reported the temporary North Market location at 3312 North Market is in use and a permanent North Market substation will follow.
Council members asked for follow-up pictures of the traffic bureau facility and applauded staff for reusing city-owned property for enforcement needs. The chief said the traffic bureau has relocated to a renovated city property on Interstate Drive and that further cleanup of an acquisition near the interstate is underway.
No ordinance or funding appropriation was recorded in the transcript as part of the police report; the presentation was informational and tied to previously approved bond funding and current operational activity.
