At the end of its May 6 meeting, the Southfield Zoning Board of Appeals discussed topics raised during a recent ZBA training session at Oakland County conducted with materials from the Michigan Association of Planners.
Board members (including Miss Libet and the chair) said training highlighted potential gaps in the ZBA’s conflict‑of‑interest rules and that the board may not be fully aligned with practices used by other ZBAs. Members asked whether recusal should be required for matters involving properties in a member’s neighborhood, if recusal is limited to financial interests, or if it should also cover family members, employees or business partners. They discussed whether a member who identifies a conflict should simply remain in the room but not participate, or whether the member should leave the room, noting different boards follow different practices.
The chair suggested the matter could be addressed at the board’s regular December review of bylaws and operating procedures; members agreed the board attorney can draft policy options and that the group can consider either a short-term policy or a bylaw amendment. No formal action was taken; the item was scheduled for future discussion.
