The Southfield Zoning Board of Appeals on May 6 approved variances to allow fencing in the front and side yards of Highland Park Baptist Church and School at 28600 Lhasa Road so the property may construct soccer fields and reduce the risk of balls entering nearby streets.
Appellant William Guerra, head of school for Highland Park Baptist Church, and Gina Van Tine of Informed Studio requested waivers from Section 5.37-1 (fencing standards) of Article 4, Chapter 45 of the Southfield City Code. City staff read findings that the property’s use as a church and school, and its corner‑lot configuration, make it different from typical single‑family residential lots and that fencing was necessary to shield soccer balls from going into the road on the north and west sides of the property.
City staff recommended favorable consideration, noting the proposed fence location meets required setbacks and should not adversely affect surrounding properties. Board members expressed general support but asked about fence height. Member Libet and others noted the ordinance minimum for the application is 6 feet; city staff said there is an allowance to go to 8 feet with city planner approval if the applicant can demonstrate a need. The transcript records the setback as "50 feet from the property line."
Member Friedman moved to approve the variances on the grounds that the proposed location is within required setbacks, will mitigate soccer balls entering 12 Mile Road, and the property’s institutional use creates practical difficulties for strict compliance with the residential fence standards. The motion was seconded and passed unanimously. The board advised the applicant to work with the city on permits and to seek planner approval if an 8-foot fence is necessary.
